On April 1st 2016, a ministerial decree was published by the Ministère de l’Immigration, de la Diversité et de l’Inclusion’s (MIDI) Minister Mrs. Kathleen Weil regarding the reception and processing of Quebec Selection Certificate (CSQ) applications under the economic immigration sub-categories “entrepreneurs”, “self-employed workers”, and “investors”.

In virtue of this ministerial decree, which enters into force on April 1st 2016, a quota will be imposed for the economic immigration sub-categories mentioned above.

Thus, for the CSQ applications under the “entrepreneur” sub-category, the MIDI will accept to receive a maximum of 50 applications as of April 1st 2016 until the quota is reached. However, applicants who can demonstrate an intermediate advanced level of the French language will be excluded from this quota and their applications will be processed in priority by the MIDI.

CSQ applications under the sub-category “self-employed workers” will also be subjected to a quota of 50 applications. The MIDI will accept to receive these CSQ applications as of April 1st 2016, until the maximum has been reached.

Finally, applicants wishing to submit a CSQ application under the “investors” sub-category will be able to do so as of May 30th 2016 until February 28th 2017. The quota for this sub-category will be limited to 1,900 applications, with a sub-quota of 1,300 applications for foreign nationals from the People’s Republic of China (including Hong Kong and Macao). As is the case for the entrepreneur category, applicants who demonstrate an intermediate advanced level of French will not be subjected to the quota and their applications, which can be submitted at all times, will be processed in priority to others.
